Trump Pauses 50% Canada Tariffs as Washington and Ottawa Race to Finalize Trade Deal

(Worthy News) – President Donald Trump has paused sweeping 50% tariffs on roughly $20 billion in Canadian imports for three days, giving Washington and Ottawa additional time to finalize what Trump says is a new trade agreement between the neighboring countries.

The tariffs were scheduled to take effect at 12:01 a.m. Wednesday, August 19, and would have struck a broad range of Canadian goods, including building materials, clothing, alcohol and sporting goods. Trump announced the delay just hours before the deadline following talks with Canadian Prime Minister Mark Carney.

“I have paused the 50% Tariffs against Canada, that were scheduled to kick in tomorrow morning for a three-day period, based on the fact that Canada and the U.S.A., subject to the finalization of documents, have a DEAL!” Trump wrote on Truth Social Tuesday night, according to the Wall Street Journal.

Carney offered a more cautious assessment, saying the two governments had made “substantial progress” while acknowledging that “important work” remained before a final agreement could be completed.

The Trump administration imposed the additional tariffs under Section 338 of the Tariff Act of 1930, arguing that Canada had discriminated against American products and disadvantaged U.S. businesses. The White House specifically cited barriers affecting American agricultural goods, automobiles and alcoholic beverages.

Metals and Auto Tariffs Could Be Reduced

Negotiators are now working on a broader package that could significantly reduce tariffs in several strategically important industries.

The Wall Street Journal reported Wednesday that Washington is considering cutting tariffs on Canadian steel and aluminum from 50% to 25%, while tariffs on Canadian-built automobiles could fall from 25% to 15%.

Reuters likewise reported that those reductions are being discussed as part of the emerging agreement, although details remain under negotiation.

In return, Washington is pressing Canada for greater access to its markets. The Office of the U.S. Trade Representative said the emerging framework includes expanded market access for American goods, economic-security commitments and greater alignment on digital trade.

Among the most contentious issues remains Canada’s tightly controlled dairy market, which Trump has repeatedly criticized for restricting American farmers.

The agreement could also address Canadian restrictions on U.S. alcohol sales and long-running disputes involving automotive trade.

Keystone XL Back in the Conversation

Trump also raised the prospect of reviving the Keystone XL pipeline, the cross-border energy project canceled by former President Joe Biden in 2021.

“The great Keystone XL Pipeline … may be awoken from the grave,” Trump wrote while announcing the tariff pause, though neither government has confirmed that restarting the project is formally part of the negotiations.

The temporary reprieve immediately eased concerns that another round of tariffs and Canadian retaliation could disrupt deeply integrated North American supply chains.

Canadian financial markets responded positively Wednesday, while the Canadian dollar climbed to its strongest level against the U.S. dollar in more than two months.

The negotiations also come against the backdrop of the continuing review of the U.S.-Mexico-Canada Agreement (USMCA). Washington declined in July to extend the existing pact for another 16 years, opening the door to continuing negotiations over its terms and the future structure of North American trade.

For now, Trump’s three-day pause has replaced an immediate trade confrontation with an intense final negotiating window. If negotiators can translate their preliminary agreement into signed documents, one of the most serious trade disputes between Washington and Ottawa could instead become another major restructuring of North American commerce under the Trump administration.
